The overall function of the department is to provide technical and strategic direction in infrastructure development (Human Settlement, Electrification, Roads and Stormwater Management, Community Halls, Sporting Complex) within the municipal boundary.

The department ensures that the community of Umzumbe Local Municipality future developments are in line with what the community needs as documented in the Municipal Integrated Development Plan (IDP). This plan ensures the wellbeing of the communities within the municipality’s area of jurisdiction.

Umzumbe Local Municipality identify housing need and determines the number of houses required in all nineteen wards. The wards are clustered in A, B, C and D. Umzumbe Local Municipality in conjunction with the Department of Human Settlement entered in a tripartite agreement with the Implementing Agent on a turn-key projects.

The implementing agents submitted applications for 3000 units per cluster which includes the planning for a year period and construction which take two years.

The current status:

Cluster A the department approved 1000 units which is under construction and the project is at 60%.

Cluster B 1000 units are currently in the final stage and the planning for another phase will be carried in 2013

Cluster C the project is at a planning stage and hopefully the construction will take place next year for approved 1000 units.

Cluster D the project for ward 11 and 15 was completed and currently the planning for ward 8 and 9 housing project is done. Hopefully the project will start in 2013 for constructors.

Project Management Unit (PMU)

Local Government Grant Mechanism and was approved by Cabinet on 05 March 2003. The establishment of the MIG was strongly supported by organised Local Government and a range of Public and Private Agencies.

The aim of Cabinet was to have the MIG fully operational by the financial year 2004/5. The MIG is a result of the merger of the Consolidated Municipal Infrastructure Projects (CMIP), Local Economic Development (LED), Water Service Capital, Community Based Public Works Programme (CPBW), the Building for Sports and Recreation Programme and the Urban Transport Grant.

The aim of the MIG is to provide all South Africans with at least a basic level of services.  PMU ensure that projects are identified and funded as per categories set out in the MIG programme. Ensure that projects are registered with the IDP and MIG before implementation Ensure capacity building within the Local Municipalities so as to take over implementation of MIG projects as per specified timeframe.
