ADMINISTRATION

The Municipal Manager is the head of Administration, leading all Umzumbe Officials and fully responsible for the day-to-day running of the institution. As the highest Administrative Officer within the institution, the office of the Municipal Manager, headed by Mr Thembinkosi Patrick Cele is directly accountable to  the Council for the management of the Municipal entity.

“Corporate Services Department is composed of Administration, Human Resources Management and Information and Communication Technology.”

The overall function of the department is to provide technical and strategic direction in infrastructure development (Human Settlement, Electrification, Roads and Stormwater Management, Community Halls, Sporting Complex) within the municipal boundary.

The department ensures that the community of Umzumbe Local Municipality future developments are in line with what the community needs as documented in the Municipal Integrated Development Plan (IDP). This plan ensures the wellbeing of the communities within the municipality’s area of jurisdiction.

The overall function of the department is to maximize the municipality’s resources ensuring the municipality performs its business in a sustainable manner. This is to ensure the municipality remains financially viable; increase the confidence of stakeholders in the municipality’s financial management, value for money for its residents and excellence in financially related matters

This unit is responsible for all the issues, incidents and activities relating to management and mitigation of disasters within Umzumbe Local Municipality. The Disaster Management Act, (Act 57 of 2002) in which the main features of disaster management are described as preventing or reducing disasters, mitigation, preparedness, response, recovery and rehabilitation.
